The Morden Police Service is reminding the public that e-dirt bikes are not permitted to
operate within the City of Morden and that they do not qualify as a Personal Electric
Vehicle (PEV) nor an e-bike. These e-dirt bikes fall under the definition of an Off Road
Vehicle (ORV) and are subject to those rules as laid out in the Off-Road Vehicles Act.
To qualify as an e-bike, a cycle must have working pedals, a motor of 500 watts or less,
and a maximum assisted speed of 32 km/h.
Riders found operating illegal electric motorcycles on public roadways may face
enforcement under the Off-Road Vehicles Act, including:
- Operate an ORV under age of 14 – $143
- As owner, permit under age of 16 to operate ORV on highway – $174
- Operate ORV carelessly – $672
- Fail to comply with a peace officer’s order – $298
In some cases, additional fines could be imposed including vehicle impoundment or
criminal charges.
Police have received reports, and observed, e-dirt bikes being operated in public areas,
including parks and sidewalks. Officers will continue to monitor and enforce guidelines
as necessary.
The public is encouraged to continue to follow all PEV by-laws and operate these
devices safely and legally within the City of Morden. This includes wearing a helmet and
observing proper roadway use.
